Because the water quality of the river has been poor, all parts of the basin have adopted strict sewage discharge measures and invested heavily in sewage treatment in the hope of improving the water quality. But strangely, the water quality of Anzhaoxin River has not improved significantly in recent years, and tens of thousands of mu of rice fields can only be irrigated with sewage. Why does this happen? Farmers say there are still places upstream where sewage is dumped untreated into the Anzhaoxin River.

Located in Zhaoyuan County, Daqing City, Bajia River is a shallow river with wetland characteristics, with a total length of 62 kilometers. There are not only more than 20,000 mu of fresh water cultivation on the river surface, but also more than 50,000 mu of rice irrigation by the river water of Baja River, but the river water of Baja River has been polluted for years, so farmers suffer greatly. In 2017, local villagers sent soil from eight rice paddies to a third-party testing agency, which found excessive levels of the heavy metals cadmium and mercury. At the same time, the more than 20,000 mu of fishing ground in Bajia River is also often dead fish phenomenon.

In recent years, they have died every year. Now they can't raise much. In the first years, they could catch forty to fifty thousand jin of fish a year.

In addition to the frequent death of fish and the decline in fish production, the quality of the fish that survived also deteriorated.

Farmers say: "fish tastes like sulfur powder, just like the taste of caraway, you can't tell the fish taste, anyway, people can't eat, like grass, powder, pesticide taste."

The fishermen asked a third-party testing agency to test the water, which showed excessive levels of BOD, fluoride and the heavy metal cadmium. Why is the water of these eight rivers so seriously polluted?

The Bajiahe's only source of water comes from the Bajiahe pumping station, which in turn gets its water from a small tributary of the Songhua River. Less than two or three kilometers up the river from the pumping station, there is an Anzhaoxin river, the villagers said the reservoir bubble belongs to the Anzhaoxin. Some residents told reporters that on both sides of the river, sewage is often discharged directly into the Anzhaoxin River. The next day, the operation record of the stormwater station showed that there was no record of any discharge the day before, so how could the stormwater outlet discharge the sewage?

Yu Hongbo, deputy director of Daqing Petrochemical Property Management Center, said, "There is no connection between the sewage pumping station and the rainwater pumping station. They are two different systems, including the outside pipe network. The stormwater pumping station goes down the street to the stormwater outlet, and the sewage goes directly from the sewer network to the sewage treatment plant. There are two systems, and the pipelines are different."

The left side of the rainwater station is the sewage pipe network, and the right side is the rainwater pipe network. Every year, about 1 million tons of sewage will be processed through the sewage pipe network, and the treatment fee of about 1 million yuan is needed. The sewage flows directly into Daqing Longfeng Wetland Nature Reserve, a provincial nature reserve in Heilongjiang. There are a large number of migratory birds in the wetland. There is a clear dividing line between the sewage and clean water after it flows into the wetland. Where does the sewage come from?

Liu Tao said: "This is part of the domestic sewage in Wolitun area, through the rain, not a regular sewage outlet, the flow of about 15 tons a day, sewage is not directly discharged without treatment, has been discharged for several years."

Water from the Longfeng Wetland flows into the Anzhaoxin River. Not far from the Longfeng Wetland is the Daqing Xinghua Park, where there is a drainage ditch. However, in April this year, the relevant authorities took samples from the main drainage channel for testing, testing results showed that the main pollutants in the water seriously exceed the standard. The sewage eventually flows into the Anzhaoxin River, and then into the Songhua River tributaries upstream of the Bajia River in April and May each year in spring.

"Sewage has to be drained so that it can be drained when the rainy season comes," says Liang Jian.

This is also the peak time for rice irrigation and the dry season for the tributaries of the Songhua River. In this way, sewage was pumped into the Bajia River, permanently polluting the 20,000 mu fishing grounds and more than 50,000 mu rice fields here.

Farmers say tens of thousands of acres of paddy fields have to be used with water from above. The problem of pollution caused by sewage from the Anzhaoxin River into the Baja River Basin has existed for many years, but until now, the problem of pollution in the Baja River Basin has not been solved.

The water quality problem of Anzhaoxin River Basin has a long history. In order to solve this problem, Daqing city has invested more than 2 billion yuan in sewage treatment in recent years. With great determination and a lot of investment, however, in some places, there is still a phenomenon of pollution control while stealing the discharge, which is thought-provoking. Treatment of water pollution is a systematic project, pollution control infrastructure construction is only on the one hand, with the hardware is not necessarily effective, but also need to discharge enterprises in accordance with the regulations, do not move crooked; Regulatory departments to enforce the law strictly, supervision in place. At the same time, river pollution is often related to local interests, when the pollution source and the damaged party are under different local management, it is often the phenomenon that the damaged party should take charge.
