The people's governments of Changsha, Zhuzhou and Xiangtan shall jointly work out the regional environmental compensation system for the inter-regional cooperative treatment of household garbage. Individuals who do not distribute household garbage according to the regulations can be fined 50 to 200 yuan, and units can be fined 50 to 500,000 yuan; Household waste treatment units that do not follow the industry standards and operating procedures may be fined 5,000 yuan to 20,000 yuan.

Establish the management system of industrial solid waste, pay attention to the reduction of industrial hazardous waste generation and comprehensive utilization of resources; A coordination mechanism was established at the municipal level and a cooperative governance model was established in the Huaihai Economic Zone. The regulations specify strict access to industrial projects, implement differentiated environmental access policies, and strictly control construction projects with high water consumption, high pollution, and toxic and harmful water pollutants. The municipal and district/county (autonomous county) people's governments shall establish and improve the compensation mechanism for water environment and ecological protection, promote the implementation of the water ecological environmental damage compensation system, and establish a cross-district/county (autonomous county) joint prevention and control mechanism for water pollution. It is forbidden to build new projects that pose environmental risks, such as heavy chemicals, pulp manufacturing, printing and dyeing, within one kilometer of the Yangtze, Jialing and Wujiang rivers. 8. Regulations on the Management of Urban Drainage of Luoyang City
