Attention: Ministry of ecological environment issues 15 national environmental protection standards

Since its establishment, the Ministry of ecological environment has resolutely implemented the spirit of institutional reform of the State Council, strengthened the unified monitoring and evaluation responsibilities, and continuously improved the national environmental protection standard system. Recently, in order to standardize the groundwater and marine environmental monitoring functions of the newly transferred government and unify the standards for groundwater and coastal area environmental monitoring, the Ministry of environmental protection issued 11 national environmental protection standards, including technical specifications for groundwater environmental monitoring (HJ 164-2020) and technical specifications for coastal area environmental monitoring (Part I ~ part X) (HJ 442. (1 ~ 10) - 2020). In order to promote the collaborative control of fine particulate matter (PM2.5) and ozone (O3) and standardize the monitoring of volatile organic compounds (VOCs), our department issued "determination of aldehyde and ketone compounds in waste gas of fixed pollution sources by solution absorption high performance liquid chromatography" (HJ 1153-2020), "determination of aldehyde and ketone compounds in ambient air by solution absorption high performance liquid chromatography" (HJ 1153-2020) 1154-2020). In order to improve the basic items of water environmental quality and the monitoring standards of characteristic pollutants, our ministry issued two national environmental protection standards, namely, electrode method for the determination of pH value of water (HJ 1147-2020) and gas chromatography-mass spectrometry for the determination of nitrophenols in water (HJ 1150-2020).

The technical specification for groundwater environmental monitoring (HJ 164-2020) is revised for the first time 164-2004), combined with the updating of groundwater pollutant monitoring methods in more than ten years and the practical application experience of the whole country, the content of monitoring well layout, construction and management to meet the current needs of groundwater environmental monitoring is added. The release and implementation of the standard will further standardize groundwater environmental monitoring and provide strong technical support for water pollution prevention and control.

Ten standards, including technical specifications for environmental monitoring in inshore waters (Part I ~ part X) (HJ 442. (1 ~ 10) - 2020), are revised for the first time. In combination with China's current marine environmental monitoring and assessment needs, the code for environmental monitoring in inshore waters (HJ 442-2008) is revised to maintain good convergence and complementary advantages with other marine environmental monitoring standards. The promulgation and implementation of these 10 standards is the concrete embodiment of the requirements of "unified standards" implemented by the ecological and environmental departments after the national institutional reform, and provides monitoring technical support for the prevention and control of marine environmental pollution and the improvement of marine ecological and environmental quality.

Determination of aldehydes and ketones in waste gas from stationary pollution sources by solution absorption high performance liquid chromatography (HJ 1153-2020) is published for the first time, which is suitable for the determination of 12 aldehydes and ketones in waste gas from stationary pollution sources. Compared with domestic and foreign standards, it has the advantages of strong selectivity, high sensitivity and easy operation. The release and implementation of the standard will support the integrated emission standard of air pollutants (GB 16297-1996), emission standard of pollutants for petrochemical industry (GB 31571-2015) and emission standard of pollutants for synthetic resin industry (GB 31571-2015) 31572-2015) and other emission standards provide strong technical support for the treatment of volatile organic compounds from fixed pollution sources and the promotion of collaborative control of PM2.5 and O3.

"Determination of aldehydes and ketones in ambient air by solution absorption high performance liquid chromatography" (HJ 1154-2020) is published for the first time, which is suitable for the determination of 16 aldehydes and ketones in ambient air and unorganized exhaust gas. Compared with domestic and foreign standards, it has the characteristics of low cost and large absorption capacity. The release and implementation of the standard will support a number of emission standards such as the integrated emission standard of air pollutants (GB 16297-1996), further improve the ecological environment monitoring standard system, and provide technical means for the improvement of ambient air quality and the supervision and management of unorganized atmospheric emissions.

The electrode method for the determination of pH value of water quality (HJ 1147-2020) is compared with the glass electrode method for the determination of pH value of water quality (GB 6920-86). According to the actual work needs, the types of electrodes are increased. At the same time, in order to ensure the accuracy of data, the timeliness of sample preservation is more strictly regulated, and the interference factors and elimination methods are refined. Compared with the domestic and foreign standards, the content of portable pH meter on-site determination is added, and the determination steps are specified in detail, which fills in the blank of water quality pH value on-site determination standard. As a routine indicator of environmental monitoring, pH value plays an important role in wastewater treatment, aquatic ecological restoration, survival and reproduction of aquatic organisms. The release and implementation of the standard will better support the assessment of water environment quality and the control of water pollutant discharge.

"Determination of nitrophenols in water quality by gas chromatography-mass spectrometry" (HJ 1150-2020) is published for the first time. It is applicable to the determination of 12 nitrophenols in surface water, groundwater, domestic sewage, industrial wastewater and seawater. The target compounds cover the main nitrophenols products used in China. In terms of method performance, the detection limit, precision, accuracy and other indicators are up to or better than similar standards at home and abroad. The standard can select three pretreatment methods, which are simple to operate and have good universality. The release and implementation of the standard will provide strong technical support for the supervision of nitrophenols.

The newly released 15 national environmental protection standards can effectively meet the needs of China's economic and social development and ecological environment supervision, lead the development of environmental monitoring technology for atmosphere, water and groundwater, and coastal waters, serve the ecological environment management, and provide strong technical support for improving the quality of ecological environment monitoring data and deeply fighting the battle of pollution prevention and control.
